Interim Head of Contracting & Procurement

Job Description

We are working with an NHS organisation who are seeking to appoint an Interim Head of Procurement and Contracts for a Fixed Term Contract, this will be for 6 months initially and could extend to 9 months.

The role will start ASAP and will be at bands 8b/8c depending upon experience and track record and will involve hybrid working.

NHS experience is essential for this key appointment, and a solid and proven knowledge base of

the model NHS services contract combined with extensive and demonstrable knowledge of UK Procurement Directives and Commercial and Contract Law.

Key responsibilities will include:

  • Ensure that the Trust undertakes procurements in line with legislation and best practice and its own SFIs and in a manner that secures best value for the public purse;

  • Continuously monitor the quality and performance of services to determine compliance with national and local contracted terms and conditions, national quality and performance targets and promote continuous improvement in standards;

  • Support the negotiation of all contracts with NHS and Local Authority commissioners (including Provider Collaboratives and Lead Providers);

  • Take the lead responsibility for the negotiating, day to day management and performance monitoring of all contracts and SLAs held by the Trust whether these be for services commissioned from the Trust (ie. services provided) or for goods and services or for the purchase of healthcare (ie. bought-in services);

  • Lead the negotiation of all other contracts with organisations/bodies that supply goods and services to the Trust;

  • Lead on the development of effective contractual relationships with the commissioners of healthcare including specialist commissioners, where relevant;

  • Work with the Trust’s Information and Quality teams to develop and establish key contractual performance monitoring mechanisms to enable the early identification of adverse performance variance and to liaise with the relevant operational managers to agree appropriate action;

  • Ensure that the Trust is serviced by an effective and responsive Procurement function that ensures all procurement activity is undertaken with due regard to rules and regulations and in a manner that achieves best value without compromising on customer service;

  • Work closely with Directors of the Trust’s Clinical Business Units and their teams to further develop understanding of contracting and procurement processes and to ensure that these are taken into consideration as part of the operational decision-making process.

The ideal candidate will have:

  • First Degree (or equivalent), MBA qualification (or equivalent) in Management;

  • Substantial experience in a contracting or procurement role at a senior management level;

  • Demonstrable experience dealing with Executives or Directors;

  • Significant staff management experience and team management skills;

  • Proven expertise in report writing and presentation to Board committees;

  • Experience of operating at a senior management level within the NHS;

  • Good understanding of the model NHS services contract;

  • Extensive and demonstrable knowledge of UK Procurement Directives and Commercial and Contract Law;

  • Experience of producing and implementing procurement strategies;

  • Experience of managing multiple contracts to ensure best value for money and high service levels.
