Interim Head of Financial Reporting

Job Description

We are working with an NHS organisation who are seeking to appoint an Interim Head of Financial Reporting for a 3 month period initially, with an expectation of extension.

The role will be at Band 8b under NHS Agency Capped rates and will have hybrid working. A demonstrable and proven track record of NHS Financial Management experience is essential for this role.

Key Responsibilities:

  • Responsible for compiling the Trust annual budget, ensuring that robust systems for control of budget movements are developed, implemented and maintained throughout the year;

  • Ensure the accurate preparation and communication of operational budgets in accordance with the annual budget setting process within available resources and to deadlines;

  • Lead responsibility for production and development of financial management reports to agreed deadlines, including analysis of variances from plan, interpretation of trends and identification of financial risks;

  • Make proactive recommendations and negotiate appropriate corrective actions on resource management and control to ensure financial targets are achieved. Supports the Deputy CFO in ensuring that the Trust’s financial management escalation policy is operating effectively;

  • Responsible for the central management team delivering support to corporate functions (including Estates and IT Collaborative) and has professional responsibility for the finance elements of the role of Research Finance Contracts Manager, hosted by the Trust’s Research function;

  • Coordinate the production of monthly budget statements for the Trust;

  • Responsible for providing expert advice on the financial aspects of service delivery plans and rationalisation plans which incorporates development of business cases, benchmarking and formulation of cost improvement programme savings plans;

  • Review ongoing costs of services, assists in the identification and monitoring of the delivery of cost improvement programme savings relating to relevant services for current and future years;

  • Pro-active in the identification, development and maintenance of the business information requirements of Trust Executives, Directors, General managers, Service managers and budget managers;

  • Responsible for ensuring there is a robust process in place to forecast year-end financial performance so that financial plans will be achieved, including identification of risks, availability of reserves and contingency plans;

The successful candidate will have/be:

  • Professional Accountancy Qualifications or level 7 equivalent (e.g. CCAB / CIMA Qualified);

  • Experience in costing and Service Line Reporting;

  • Expert knowledge of financial and accounting procedures and other aspects of legislation and NHS finance policies;

  • Knowledge of NHS Financial regime and current issues;

  • Able to provide strategic advice on complex financial issues to senior managers and non-financial staff;

  • Experience and expertise in finance management within the NHS;
